Responsibilities
This position is responsible for leading and managing the procurement of equipment and services for the company, consisting primarily of fleet vehicles, tubular goods and other oilfield services, parts and equipment.
Essential job functions include:
- Working with the company’s operating regions, develop and implement the annual and long-term procurement strategies for oilfield tubulars, company vehicles and other goods and services where a company-wide procurement strategy increases overall value
- Identify qualified vendors and solicit bids for required equipment/services, negotiate acceptable competitive market terms, execute purchase contracts and coordinate equipment/service delivery that meets the needs of the company
- Develop Requests for Quotes that generate the best overall value and provide adequate protection for the company
- Develop and maintain relationships with outside vendors and service providers of the company’s major procurement categories across the operating regions
- Develop and manage the annual budget and inventories for major procured categories including company vehicles and oilfield tubulars
- Manage the disposition of surplus company assets, especially fleet vehicles and major oilfield equipment/materials
- Monitor and manage inventories of oilfield tubulars to ensure they are consistent with the operational needs of the operating regions
- Manage, distribute, and track the use of corporate fleet vehicles
- Monitor monthly vehicle operating costs (e.g., fuel, repairs, maintenance) to control expenses consistent with corporate fleet policies and procedures
- Create/update fleet policy and procedures as needed, to include vehicle assignment, replacement policy, accident reporting process, maintenance programs and other procedures
- Ensure all vehicle licensing, registrations and inspections are obtained as required by state governments
- Maintain and complete appropriate and required reports for senior management, region operations managers, corporate insurance, and property tax and corporate accounting
Qualifications
- College Degree (Bachelors Level) or Certification in Purchasing or Supply Chain Management and 10 years of job related experience.
If no degree or certification, 15 years of procurement or related experience required in oilfield procurement and fleet management - Proficient negotiating and purchasing skills
- Knowledge of oilfield equipment and procurement practices
- Understanding of finance and accounting, particularly as it relates to annual budgets, vehicle and equipment purchasing/sales, invoicing and expense tracking
- Strong oral and written communication skills that can be used to clearly and concisely advocate business recommendations and describe policies and procedures
- Excellent communication and interpersonal skills to interface effectively with senior executives, corporate and region operating personnel; comfortable interacting at multiple levels within the organization
- Strong Microsoft Excel, Word, and Outlook skills, proficient with PowerPoint
